Born in Sydney, Nova Scotia. Educated at Trinity University, Toronto. Chief official reporter to the Nova Scotia Assembly, 1861-1867, and in 1880 appointed chief clerk of the Dominion House of Commons. For many years honorary secretary of the Royal Society of Canada.
